December 4, 2009

 

At the Greater Hilltop Area Commission (GHAC) meeting on November 10, commissioners asked that the study team conduct additional outreach with businesses and residents to make sure all voices were heard in the planning process for the section of W Broad St east of Hague Ave.  The study team did so in the subsequent days and weeks. 

 

The study team presented and solicited input at meetings of the Hilltop Business Association on November 11 and the Highland West Neighbors Association on November 12.  In the following weeks, businesses were approached along the affected section of W Broad St in coordination with the Hilltop Business Association.  The study team received written comments from eleven (11) businesses, and the HBA had verbal discussions with the others.  Out of the written and verbal comments, about 2/3 wanted parking on both sides of W Broad St to the exclusion of bike lanes, while 1/3 liked the alternative with bike lanes.  It is clear that the majority of businesses preferred parking on both sides of W Broad St.

 

This input from businesses was incorporated into the study team's decision-making.  As a result of the comments, the City offered to assist business owners on a future project to develop a comprehensive parking strategy if a one-sided parking option was implemented on W Broad St.  The exact form of that future activity has not yet taken shape, but it could include assisting businesses in making more effective use of the existing off-street parking that is currently underutilized. 

 

Prior to the December GHAC meeting, the mobility plan Community Steering Committee provided an endorsement of the consultant's recommendation for the commercial area of W Broad St east of Hague Ave.  Nine (9) Steering Committee members voted in support of bike lanes on both sides with parking on the south side of W Broad St, while two (2) members voted in favor of parking on both sides.  The Steering Committee is comprised of a geographically diverse group of neighborhood leaders, including GHAC commissioners, with a history of dedication to the Hilltop.

 

On December 1, GHAC commissioners ranked the four options presented for the commercial area of W Broad St east of Hague Ave shown here.  The GHAC's ranking was as follows: eight (8) votes for parking both sides and no bike lanes; two (2) votes for parking south side with bike lanes both sides; one (1) vote for the existing striping; and no votes for parking north side.  Additionally, two (2) GHAC commissioners not in attendance on December 1st have provided statements of support for the option of parking on the south side with bike lanes. 

 

A majority of Hilltop residents preferred bike lanes and parking on one side during public input in the Hilltop Community Mobility Plan. 

 

             

November 11, 2009

 

The mobility plan consultant, TranSystems, attended the Greater Hilltop Area Commission meeting on November 10, 2009 and provided a recommendation for W. Broad St. East of Hague Ave.

Despite the consultant’s recommendation, the City has not made any decision yet and hopes that community consensus can be formed in the coming weeks.

In light of the extensive public involvement and analysis over the past year, the consultant has recommended restriping W. Broad St. between Harris Ave and Clarendon Ave to have full-time striped parallel parking on the south side of the street, bike lanes on both sides, and four automobile lanes: two westbound lanes, a two-way turn lane, and one eastbound lane.  The consultant recommends bike lanes continue east to Central Ave as part of a previously scheduled resurfacing project to take place in 2010.

 

If community consensus cannot be achieved in the coming weeks, it is possible that the resurfacing project will restripe the existing roadway as is in 2010. 

 

This public input map shows the geographic representation of the Hilltop residents and business owners who have participated in the Hilltop Community Mobility Plan.  (Note that many participants did not provide their address/location information; about two-thirds of participants could be mapped; dots show approximate locations; dots outside of the Hilltop represent visitors to Hilltop businesses or institutions; and the areas with the most dots are generally the areas with the densest populations in the Hilltop).

The material below describes the W Broad St preliminary alternatives presented to the public in August and September 2009.  After additional analysis and consultation with the Ohio Department of Transportation, "East of Hague Alt 2" below was modified to become "Parking South Side" described above.  The one-sided parking changed from alternating to being all on one side, and the second eastbound lane was replaced by a center two-way turn lane
